Modeling, simulation, and emulation play a critical role in developing principled and effective regulations of the electromagnetic spectrum. As NASA aims to transition away from developing and maintaining its own space communications infrastructure, modeling, simulation, and emulation are a critical asset of the procurement process. For example, the models Teltrium’s engineers are developing will support NASA’s inputs to both U.S. and international regulatory processes, by determining whether and how current regulations may be altered to better accommodate the new and upcoming innovations in the space communications sector. Teltrium’s modeling, simulation, and emulation capabilities are also used to provide interference assessment and communications analysis support to the NASA-led lunar spectrum management process for pre-coordination of spectrum usage by U.S. and international public and private sector lunar region projects.

Analytics & 

Teltrium leverages its systems engineering competency to conduct detailed analyses of receivers, transmitters, antennas, interference effects, and upper network layers (throughput, packet error rate, latency, etc.). The Space Communications and Navigation (SCaN) Program at NASA Headquarters is moving toward further commercialization of communications and navigation services for NASA user missions in near-Earth space. Teltrium has developed a software capability, the Commercial Systems for Mission Operations Suitability (CoSMOS), to assist in this transition. CoSMOS is a data analytics dashboard that estimates the performance and applicability of commercial communication systems by leveraging stored data models and analytical methods to estimate non-modeled points, corresponding performance and user impact parameters. It provides a user-friendly means of evaluating how well a specific commercial system will support a given NASA user’s communication needs.


Knowledge Management & Training


Blending technical knowledge, pedagogical expertise, and knowledge management best practices, Teltrium supports clients’ knowledge exchange and management objectives with tailored, engaging, and innovative solutions, including training curricula and on-demand modules, case studies, and online knowledge exchange tools such as portals and knowledge bases. We have successfully deployed solutions for NASA’s Spectrum Management personnel, furthering their knowledge retention goals and workforce development initiatives.

Trends in wireless communications technology and space exploration predict an urgent need for well-prepared spectrum managers that cannot be met by on-the-job training alone. The Spectrum Education Awareness (SPEARS) initiative of NASA’s Spectrum Policy and Planning Division aims to proactively address this emerging need. As part of SPEARS, Teltrium has developed a Spectrum Management Knowledge Base, and initiated a knowledge capture approach to discover and document the experiential knowledge of NASA’s Spectrum Management personnel through Pause and Learn sessions, expert interviews, as well as peer-to-peer knowledge exchange solutions like searchable knowledge bases, online or in-person seminars, discussion boards, and online collaboration tools. Based on the knowledge we have captured through these activities and our own in-house expertise, we have developed a curriculum of Spectrum Management Training modules, and built the Spectrum Management Knowledge Base to host these trainings, process documentation, case studies, and other knowledge resources. This knowledge is integrated into a centralized Spectrum Management Portal with an information architecture developed through extensive collaboration with NASA Spectrum Managers, and equipped with powerful enterprise search capabilities to make knowledge easily accessible by the NASA spectrum management enterprise.

As a relatively low-cost instrument development effort, the High Resolution Infrared Spectrometer (HIRMES) for the Stratospheric Observatory for Infrared Astronomy (SOFIA) pushed the state of the art for an aircraft spectrometer instrument. To keep costs low, our engineers leveraged the use of Commercial Off The Shelf (COTS) equipment wherever possible. This out-of-the box thinking included very long lead procurement timelines, in some cases initiating activities immediately upon contract award, in order to maintain the aggressive schedule required by the SOFIA mission. Although NASA suspended efforts on HIRMES in 2019 due to detector problems and funding, our project managers learned some valuable lessons and develop innovative best practices as a result of these constraints.
